In that case, Valve’s user agreement contains a clause that downloading the game amounted to waiving your right to cancel a purchase. Perhaps the shadiness of this scheme is what led to the new global refund policy.

So here’s how it works — any game you purchase for yourself (not gifts) can be refunded within 14 days as long as you have less than two hours of play time. So you cannot, for example, buy GTA V for $60 and spend every waking moment causing chaos in San Andreas before returning it 13 days later. This same rule applies to DLC purchased through Steam. If you’ve played the associated game for less than two hours and it’s been less than 14 days, you can have your money back. Consumable DLC also cannot have been used or modified in any way.
