I've started hitting this error with google drive filestream
The download quota for this file has been exceeded
I don't share any files, but obviously download a few from my own drive. I never heard of download limits with gdrive

update: So i've come to the conclusion it was probably an api limit hit, even though the limit is like a billion hits.
To help monitor the situation I've switched up my rclone config to use a service account as this actually shows me my usage, where as I couldn't find it with oauth.

Daily quotas reset at midnight Pacific Time (PT). 8AM GMT
Plex scanning in about 300 movies does around 3,751 api calls. Roughly 13 calls per film. Although I'd be surprised if some other wasn't happening at the same time.
