Oct 12, 2013 - I don't really know what to do to speed up my download speed. I'll note down some facts that will be good for you (the reader/helper) to know. Extremely slow download speeds in Steam with Windows 10 I recently downloaded Windows 10 and am having awful download speeds compared to what they were with Windows 7. With Windows 7 I averaged about 9.8MB/s. With Windows 10 I am getting 400KB/s max. At one point after restarting steam, the download went all the way up to 1024KB/S, but only for.

Here's how to make the wait time a little less painful:

Open the Steam settings page. This can be accessed by right-clicking the Steam icon in the system tray and selecting Settings from the menu that appears.

In the Settings window, there will be many tabs full of all sorts of options and settings that you can play with. The settings we're interested in are under the Downloads + Cloud tab.

Two of the settings here can help increase your download speed. First, make sure the drop-down labeled 'Approximate speed of your Internet connection' is properly set to, well, the approximate speed of your Internet connection.

Second, play around with the Download region drop-down settings. Your best bet is going to be the closest location to you, but factors like the internet connection between you and that location or volume of traffic to that server may tip the scale in the favor of a server further away.

Adjusting these settings will require you to restart your Steam client before the changes come into effect. Hopefully you'll notice faster download speeds after the restart. If there's no change -- or worse, your connection seems slower -- play around more with the download region setting until you find a reliable, low-traffic server.

I have the permanent fix at long last. Yes it's a fix in normal windows not safe mode but you have to go to safe mode first to make sure this fix will work for you.

I found this by comparing processes in safe mode with networking and eliminating processes to find the culprit in normal mode. took about an hour.

First of all reboot your windows 10 pc in safe mode WITH NETWORKING.

If you need to figure out how to do that google it separately or on your phone.

Try to download something on steam. With me, it worked perfectly like a charm, no start-stop.

If that works for you, restart your pc back in normal mode and follow these steps to fix the problem fast.

Go to control panel->administrative tools->services

Looking at the services, CDPUserSvc_3e1f2 is the piece of garbage responsible

double click on the service
click stop and wait for it to stop
change startup type to manual
